Amy Carlson

Amy Carlson, Ed.D., CCC-SLP

WV ECPBIS Coordinator


Amy Carlson graduated with her Bachelor and Master of Science in Communication Disorders from Marshall University. She worked for twelve years as a speech-language pathologist in clinical, home health, and educational settings serving patients of all ages. She graduated with her doctoral degree in Curriculum and Instruction with an emphasis in teaching and higher education leadership from Marshall University. 

Jess George

Jess George, MA, NBCT

Southern EC Behavior Support Specialist


Jess George earned a Bachelor and Master of Arts in Education from Marshall University in 2007 and 2009, respectively. She holds certifications in English language arts, special education, administration, and earned National Board certification in 2015. As an Early Childhood Behavior Support Specialist, she works with educators and administrators in the southern half of West Virginia to ensure positive outcomes for our youngest learners.

Sara Smouse

Sara Smouse, MA, NBCT

Northern EC Behavior Support Specialist


Sara Smouse is an Early Childhood Behavior Support Specialist for the WV Autism Training Center's Behavior/Mental Health Technical Assistance Center. She graduated from West Virginia University with a Bachelor of Arts in Child Development and Family Studies and a Master of Arts in Early Intervention/Early Childhood Special Education. She was a Pre-K teacher in Hardy County for ten years and earned National Board certification in 2017. Sara will be serving counties in the northern half of West Virginia.

Request Technical Assistance

The work around ECPBIS in West Virginia comes out of the WV Behavior/Mental Health Technical Assistance Center. This center is funded by the West Virginia Department of Education Office of Special Education and Student Support and is housed at the WV Autism Training Center at Marshall University. Created as a response to local outcry for supports with issues related to student behavior/mental health needs, the center offers training and technical assistance in a variety of areas. The interventions supported by the center are based on national models and research related to multi-tiered systems of support (MTSS) and interconnected systems framework (ISF).
